Open pathways to higher and further education

A Vocational upper secondary qualification gives the graduates a general eligibility to further studies in higher education, both in universities of applied sciences and universities, all the way to a PhD if they so choose.Vocational education and training has been developed as an integral part of the education system, with the aim to lead to both employment in the labour market and further studies in either tertiary education or further vocational education.  For decades, Finland’s educational policy has sought pathways that are open from basic education to higher education with no dead ends. Today, cooperation between secondary and tertiary VET is increasingly commonplace.
